What this means — and what it doesn't
  • This is a data observation — a promotion that completed faster than the typical time in grade — not a judgment about the officer.
  • We do not and cannot determine why any individual was promoted. Reasons vary widely: meritorious or heroic service, a line-of-duty injury, critical operational need, exam performance, or statutory Police Commissioner discretion.
  • Some reasons are invisible to us — line-of-duty injuries, for example, are never in the data we ingest and are reported only by the department or the press.
  • Recognitions and awards lag and are incomplete in our data, so the absence of a recorded award here is not evidence of anything.
  • Detective grades and special-assignment designations are discretionary by design; completing one quickly is normal and not improper.
  • Promotions with too few comparable cases to form a reliable band are excluded.
